“起源”

1973 年在暹罗湾发现天然气后，之前没有石油资源的泰国开始了以能源自给自足为基础的工业化进程。包括北柳府、春武里府和罗勇府在内的东部沿海地区由于靠近曼谷并适合发展深海港，因此在发展规划者眼中占据了重要位置。在此背景下，泰国政府将该地区的发展作为第五个国民经济和社会发展计划（1982-1986 年）的优先事项之一，并成立了东部沿海发展委员会，由总理担任主席，以协助推动该地区的发展。
